Yes. First-time P endorsement applicants must complete ELDT theory with a provider on the FMCSA Training Provider Registry. It is recognized nationwide through the FMCSA Training Provider Registry.

Yes. Passenger also requires behind-the-wheel training with a registered provider. This course covers the theory portion only.
